Even though this issue was supposedly corrected in a recent build, my wide icons are still showing up blurry. Here is the debug log error message:
12:32:51 M: 23797760 ERROR: JpegIO: Error 55: Not a JPEG file: starts with 0x%02x 0x%02x
I have transferred the icons to my PC and renamed them from .tbn to .jpg, and they come up in MSPaint just fine. Apparently the header record for all of them is unrecognized by XBMC.

Although you might think that is relevant, it isn't. that just means the jpeg loader tried to open a .tbn file, and found it wasn't a jpeg, so it would have fallen back to imagelib etc. Please post a full debug log to pastebin or similar (with debugging enabled).
Make sure you clear your thumbnail cache out too (if you installed over the top of an old version of xbmc)

I ended up opening each default.tbn in MSPaint, and saving back out as .JPG. I then renamed them back to TBN, deleted the cached thumbnails, and reloaded the Programs menu. Now all wide icons are in full glorious resolution
. Since I downloaded those wide icons, I have no idea what software they used to create them and can't vouch for their header authenticity. So all is good now.
