Xbox modded with XBMC 4 Xbox has Region Lock to Disc DVDs and Games installed in HD?
Can I play all the games from all regions with XBMC 4 Xbox mod.

The Xbox itself is not region locked - even without modding there are numbers of games which whilst sold as 'NTSC' or 'PAL' will play perfectly on any region Xbox although that might depend on the TV's display support. There is not a list of those fully region free AFAIK.
Otherwise there are a great number of games, the majority in fact, NTSC and PAL, that can be played on any region console but only if that has been modded. Even if they don't, modding will allow you to use a simple tool for switching the Xbox's region so that those games can be played. Switching back is just as quick and simple.
Modding, whether softmod or hard mod (chip/TSOP), is what matters not the actual dashboard you install. XBMC4Xbox is 'just' a dashboard that modding the Xbox by whatever method allows you to install.
In short: the dashboard itself will not stop you playing out of region games, emulators, homebrew etc.
