Your question is confusing but I'll answer the best I can. You can format Xbox hard drives both on the Xbox itself (assuming it's already modded) or using a PC (assuming you have an EEPROM backup or a modchip). Formatting the hard drive and installing exploits will not result in a "hardmod" but rather a "softmod". Softmod = changing software to run homebrew apps. Hardmod = changing hardware to run homebrew apps. Once your console is modded, either by softmodding OR hardmodding, you will be able to run homebrew apps including Windows.
You mentioned "Evo m8" (aka EvolutionX M8) which is a BIOS. BIOSes have nothing to do with formatting of the hard drive or softmodding. You can load a non-stock BIOS using Phoenix Bios Loader (PBL) but if you're just trying to run Windows, it's not necessary to do any of that. All you need to run Windows is a modded Xbox (softmod or hardmod).
Also, I just want to say that even though you **can** run Windows 98 on an Xbox, it is very slow and not practical in any way. You have to load Linux first and then Windows is loaded on top of that. Windows can't be run natively on the Xbox. Running Windows is a neat trick but it won't be fast enough to use in any useful way. If you're trying to use the Xbox as a little computer, use xDSL, GentooX, or another Linux distribution built specifically for the Xbox.
