Delayed HDD Access To Aid In Big Sata HDD Booting

I come across this picture I captured some time ago and it got me thinking how we could possibly "buy" some more time for big arsed sata HDDs to come fully on line so that the HDDs boot reliably every time. Not real sure where I got this pic but it has the voltage values of the DVD drive in and out. I have found the HDD will always boot if the DVD drive tray is out and allowed to drive itself in when the machine is started. My theory is this wire on the yellow DVD connector could be held at 3.3vDC for a couple of seconds and then reduced to 0vDC after a couple of seconds to simulate the tray being out and then going in and once in, the machine reads that there is no disc in the drawer and proceed to the access the HDD. Could this possibly be a way-

1- to allow time for troublesome HDDs the time to come fully on line and prevent error codes from the HDD not booting in time.

2- run all machines as slims

I can simulate this using a simple timer but I think PJ would have this done with a single capacitor. What do you reckon PJ, possible?. Might need a similar setup on the " CD Ready" wire as well?. Just an idea away from how you and I worked on this before to achieve this same result.
