will an xbox be able to boot from the lcp if the tsop is completely removed ?

I want to keep a chip in there and remove the tsop.

I have a tsop to dil adaptor and plan to make a 29 wire tsop recovery device.

Yes, the Xbox can still boot from an LPC port chip when the tsop is removed!
When the tsop is removed you possibly won't even need to pull d0 to ground but as a safety precaution i would recommend it.

That's how i run a V1.4 board for quite some time now!
