Having my softmod sent to be hard modded, do I need to uninstall softmod first?
Sending in my console to be hard modded (along with installing the HDMI mod), do I need to uninstall the softmod before sending it?

Certainly not essential.
Once it is chipped yes. you need to install a dash set up for a chipped machine but, particularly if your softmod is on the original 8GB - 10GB HDD, what I'd suggest is keeping that softmodded/locked HDD as backup and simply start with a fresh clean, empty larger HDD.
You'll need a working DVD drive and an installer disc like AID or HeXEn or Slayers. Either one will walk you through the formatting and dash install.
Make sure that if you're using a much larger HDD eg. 250GB - 2TB that you format the extended drives F:\ (and G:\ if used) using XBPartitioner v1.3 before using it. If they're not formatted correctly they will corrupt eventually.
