I think xman is on to something with the dashboards. The screen flickering is something I've seen in my boxes too. Sometimes it is a matter of removing XBE shortcuts, or reconfiguring paths within the BIOS/softmod/both... Is this thing softmodded or has it been previously by any chance? It could be ...

Your TV could just be flickering to adjust gamma/picture dynamically. In between XBE launches, or between title screens/resolution changes your TV may just be responding as the Xbox initializes video output values.

XBlast OS will individually test each chip, so if you have any problems this is the best way to narrow down the issue
