No obvious way to set the add-on (plugin) to ask BBC servers to supply a lower quality stream.

Whatever has happened, I suspect that your boot dashboard's display resolution settings are now set in a mode which is not supported by either/any of your tellies/monitors. You could use FTP or start up with an installer disc (for example HeXEn) to confirm and fix.
