if you wish to stick with a soft mod and dont have access to a modded xbox using xboxhdm along with your hdd key to lock the hdd would be the best solution.

would pay to check the hdd compatibility list to make sure that you purchase a lockable hdd.

your laser might need a pot mod?

a pal game shuld work on a ntsc xbox no worries i do it all the time. you might have a bung game if you riped the iso on the pc it might not be patched correctly to work on the hdd.

have you tried running it with the white button run as pal ?

her is a picture of how i mod my xbox feet it is a bit old as now i punch a hole with a 6mm punch so i can un screw the lid with out removing the rubber feet as they never stick the same after you remove them:
